A smaller duty would be imposed where the goods were of prime necessity, or where they were in the first stages of manufacture, and a greater one where they were liixurie-. or carried to the 1 a-1 stages of manufacture. It wa- proposed to give colonial preference on every duty charged. That preference would lie useful to any part of the Empire. If food iliilie. were sought t lie party would seek a fresh mandate.
