Lord Robert?, while acknowledging that civilians and soldiers had done their utmost to make Lord Haldane's scheme a success, said that at the same time the money and energy had been utterly wasted. Our army and military arrangements made us the laughing stock of the civilised world, and those looking to Britain to help to keep the balance of power were disgusted.
