EDUCATION BOARD.

MONTHLY 11/ TING. The moiithly meeting <•? the Taranaki Education Hoard was held yesterday afternoon, when there were present: The chairman (Mr. 11. Trimble) and Messrs. G. Adlani, .1. Young. !>• Masters, A. M. Bradbury. J. Rogers, A. 11. Ilalcombe, W. L. Kennedy. TEACHERS' TRAINING COLLEGE. The Educational Department intimated its Intention to amend the regulations for Teachers' Training Colleges; (1) By increasing to 125 the present maximum total of 100; 12) by permitting, with certain safeguards, the utilisation of approved classes or teachers in schools other than the normal school for the purpose of meeting the needs of ilie increased number of students with respect to the observation of children and of teaching methods; (3) by empowering boards in control of training colleges, as a temporary measure, to admit a limited number of students of Division A (not exceering 25 in any year) to a course of training for one year only. APPOINTMENT OF TEACHERS. i

The Southland Education Board forwarded the following resolution regarding the transfer and appointment of teachers, which it suggested the Board should adopt: —"Except under such coreumstances as the Board may consider special and exceptional, no candidate shall be eligible for appointment or transfer until after one Tear's continuous service in the position, and that this regulation shall apply to all candidates irrespective of the education districts in which they may be, at the time of application, employed."—The communication was merely received, members pointing out that the Board already had quite enough difficulty in filling vacancies in the profession, without imposing any unnecessary restriction.

GENERAL. Messrs. Govett and Quilliam (solicitors to the Board) wrote in regard to the Kiri School site, stating that as Mr. Bianchett was not the fee simple owner, he could not. of course, give the site to the Board. If the Board wished to obtain the fee simple of the site, application would have to be made to the Land Board. —The matter was left in the hands of the chairman, with power to act.

The secretary of the Education Department notified that a grant would lie made to the Board for a school at Waingongora.

The Inspector-General of Schools intimated that as from December 31 last, school cadet corps had been remilitarised. The Board's secretary reported that the sum of £*233 4s was available for allocation for, Taranaki Education scholarships. ;

Advice was received from the secretary of the Rugby Union that Master Ernest R. Contts, of the Stratford District High School, was the winner of the Alf. Bayly Memorial Scholar- j ship for 1913-14. I

Twenty-four parents of children at- j tending the Te Kiri school petitioned the J Board to reconsider its decision regard- J ing the transfer of the present teacher j at the school.—No action was taken.

A sub-committee was set up to appor- « tion the Board and Junior National Scholarships. ! The following Junior Free Places were allocated: —Alice M. Barnes, Madge Bayly, Hilda R. Bishop, Gladys R. Gilbert, Alan Hayes. Vera Julian, Mary A. Lynch, Newton Sole. SCHOOL COMMITTEE MATTERS. Arising out of school committees' requests, a grant of £6 for concreting, paths and shed was made to the Wailii I committee, subject to Mr. Ilalcombe's ap- J proval, and the request for a tank held ) over; the complaint re a leak in the roof of the Huiakama School was referred to the overseer; a letter from the Bird Committee with reference to rent from the school paddock was left in Mr. Roger's hands; the application of the Ngaere -Committee, for three register grates was referred to the overseer, Provided the Kaimata School Committee is agreeable to grant permission for the erection of a tennis court on a por- 1 tion of their school grounds, the Board decided to raise no objection provided the : children had the right under the super- ! vision "of' the bead teacher, to use the* court at times to be arranged by the committee, head teacher, and members of the Tennis Club.

CHAIRMAN'S REPORT. The chairman reported that at Mr. Young's suggestion he visited Oeo with a view to coming to some arrangement ; with Mr. Tlikiika with reference to the, old school building. Mr. ITikaka. however. did not meet him. so he instructed' the chairman of the school committee to endeavour to arrange the matter; He, could not recommend the Board to allow (lie old building to be used as a residence for the teacher whilst it remained on the school ground, nor did he think that in any ca.'ie should the Board expend money on it with a view to it bring used as a residence. The chairman of the Centra] School Committee had reported that some repairs were* needed to the drain pipes at Courtenay street School, and also some alterations in the level of the ground, which it would be best to do before the tarring authorised at the last meeting of the Board was proceeded with. After inspecting the ground with the chairman he had instructed him to get the work done.

Tn a supplementary report the chairman slated tliat some time ago the question of the provision of ail office for the head teacher at (lie Tnjjlewood sehool was referred to him. but lie was unable at that time to make a recommendation. Lately lie examined the school in company with the overseer, and he now recommended that a room 1 Oft x 7 feet, be cut oIT from the norlli end of the porch, by the erection of a partition, and that the necessary alterations be made in the present positions of the doors. Ife also recommended that a door he put in the partition in the porch.—The report was adopted. OVF.PSEEP'S r,F.PO?,T.

The overseer (Mr. C. IT. Moore) reported that various repairs and fillings had , been completed at the Opunake school. The tanks at that building would also require replacing before very lone. The Oeo n,.\v school was now complete ill every particular, while at Xorfolk the lower half (if the partition in the school had been removed anil folding doors erected, and a new lloor put down in the assistant's room, besides [general repairs. This school was nlso Iwiny paiiiied out-ide. and the residence in-ide and out. Sundry repairs were receiving attention at the Midhii'st, Tindnor. and Stanly schools. At Tikorniipi a start was about to lie made with the nil editions to the school. The inside of the Warea residence had been painted, and also the in-ide of the Tataraimaka school residence. A grant; having 1 Wn made by the Departnienf. he hoped to make a s|-ir< within three weeks wilh the erection of the school at Waingnn gora. Tlans for alteration to the school and a new residence at Pukcho had been forwarded to the Department. The construction of a boys shelter bed at the Central School would be put in hand shortly. Accounts amounting to £2504 "vcre passed for payment.
