The Daily Mail says that there is an alarming deficiency in army horses, due to a conflict between the War Office and the Board of Agriculture. The latter is spending £50,000 annually regardless of the War Office's requirements. It is chiefly expended in premiums, though French and German officers are certain to buy the best bred horses. There are now 100,000 fewer horses than in 1911. The proportion of cavalry horses is lower than ever.
