Millerand. ill a letter to the Cabinet, said that the reinstatement of Paty de Clam was the fulfilment of a piomise made by M. Me-simy, his predecessor. The action he assumed was not warranted, a* of a political character, and. therefore, he tendered his resignation. The Cabinet regretted the explanation was not acceptable to Parliament. M. Besnard. Under-Secretary for Finance, will succeed M. Lebrun. Some quarters regard the incident as part of an intrigue to jeopardise M. Poincare's prospects for the Presidency.
