RALPH COLLINS, of Devon Street East, Now Plymouth, has been appointed Inspector to the ivhove Society anil has been sworn in by the Stipendiary Magistrate as a Special Constable to act in the interest of the Society with power to take action against any persons seen treating dumb animals cruelly.
