In the House of Commons during the discussion of the Welsh Disestablishment Bill Mr. Cave's amendment, excluding border parishes of which fourteen were wholly in English dioceses and six in Wales, was negatived by 204 votes to 50.

Received January 5, 5.5 p.m. London, January 5. The terms of the Ulster campaign have been drafted. WTien Home Rule operates a provisional Government in Ulster will be established, and will meet any attempt to enforce the Irish Parliament's authority, passively if possible, but actively if necessary, and hold the country until the return of a Unionist Government, who will amend Home Rule by the omission of Ulster. Lord Abercorn's death creates a vacancy for Londonderry. If the -Nationalists recapture it they will have a majority representation in Ulster. Colonel Parkenham, commanding the London Irish Rifles. <will he the Unionist candidate, and Mj. Shane Leslie, Mr. Churchill's cousin, the Nationalist candidate.
