He. announces Tibet's declaration of independence and the Dalai Lama's accession, and seeks a treaty between Tibet and Mongolia; also an agreement placing Tibet under Russia's and Britain's protection. He offers Russia, and Britain freedom of trade with the right to exploit Tibet's natural resources, and construct railways, and telegraph lines.
