FOOLS AND HOOLIGANS. BRITISH DEGENRATION CLAIMED. London, December 6. < Sir James Barr, president of the British Medical Association, delivered an address before the Eugenics Education Society yesterday. He said that practical eugenics were a matter of urgent and primary importance, but tire country was at present governed by mawkish sentimentality and gross ignorance, and the subject has never been held in higlv opinion by many legislators. The breed seemed to be degenerated to a lot of garrulous fools who were dear at any price, let al6ne £4oo' a year. He looked upon such fools as more cumberers of tJie ground and' obstacles in the path o.f progress, obstacles wliich should be removed if Great Britain wanted to maintain her position among the nations. Great Britain' would liave to raise ft healthy, intelligent and self-reliant race. Nowadays tlie submerged, tenth was adding to the population a race of cowardly hooligans.
