Americans recently returned from Mexico, interviewed, allege that shock,ing conditions existed. Women were outraged, Americans murdered, and brigandage was prevalent, whilst Americans ■were held for ransom. President Taft, •while adhering to his intention not to intervene in Mexico, promised assistance to punish the guilty.
