GUARDING THE EMPIRE.

INDIA'S GREAT OFFER. THE "LITTLE ENGLANDERS" ATTACKED. By Cable—Press Association —Copyright. London, December 1. The Observer condemns the Daily News' narrow, petty and mean view. Mr. Churchill had not made a secret of the fact that the fleet w:ts enough to defend the Empire and the Home waters without leaving a maTgin for more distant services. It was unlikely that the Dominions would have their ships tied to European seas, without any vessel free to aid them in any emergency. The Observer demands two keels for every one. with the Imperial ships additional. This would leave six ships free to join in the Imperial patrol. A policy was needed effectively to control the naval material of the Empire. It was conceivasle that if ships were lavished, the strain of manning, and maintaining them would make them a srreater burden than aid.
