Received 29, 12.20 a.m. ' London, November 28. la the House of Commons the Opposition sharply criticised clause 22 of the Hope Rule Bill, establishing a joint exchequer board. Mr. Chamberlain described it as a constitutional revolution. 'Mr Balfour said that the Government was handing over to the Board powers to raise or diminish taxation outside the Imperial Parliament's control. Mr. Samuel replied that the Imperial Parliament had power to overrule the board. Clauses 24 and 25 were carried on the closure^
THE MYSTERIOUS AIRCRAFT.

Mr. Churchill, in reply to a question, said that it was not known what aircraft passed over Sheppey Island on NoTember 14. Flares had been shown, but the air-craft had not answered them.
