London, November 26. Mr. Amery moved to reserve power over the customs and excise. Every federal Power, he contended, reserved these powers to the central authority. Mr. Samuel said the Bill did not give power to tax articles not included in the British tariff.

The amendment was negatived by 303 to 167.

London, November 27. In the House of Commons, Mr. Hewins' amendment not allowing the Irish Parliament to give bounties was defeated by 325 to 214.

Clause 15 was carried. Seventy amendments were not discussed. Two hours was spent in divisions, leaving only an hour for the discussion of clauses 16 to 21.

On the motion for adjournment, Mr. Kelleway drew attention to the case of Mr. Arnold, the imprisoned editor. Mr. Baker, replied that Arnold had appealed to the Privy Council. The case was being expedited. If the appeal was allowed, Arnold would be liberated until the case was heard.

ACTION AGAINST MR. SAMUEL.

A common informer has commenced an action against Mr. Stuart Samuel, claiming .£46,500, being £SOO for each vote since the contract was made by his firm with the Government.
