..-THE HOME RULE BILL. By Cable —Press Association—Copyright. London, November 25. O'Bripnite members of the House of Commons, believing that Mr. Samuel's amendment to clause 15 has destroyed the last vestige of national self-govern-ment for Ireland, have resolved to abstain from discussing the financial clauses. Received 27, 12.25 a.m. London, November 26. In the House of Commons the Hon. H. Samuels said that the proposal to enable Ireland to reduce Customs was not vital. As a large number of Liberals objected the Government thought fit to meet them. Mr. Chamberlain asked the Government to justify the principle which allowed the Irish Parliament to vary the surtax after the. conditions fqr exemption, abatements and income tax, but prohibited varying the rates tax. Messrs. Lough, Murray and MacDwiald expressed dissatisfaction the Government's decision. Mr. Fisher's amendment was rejected by 284 to 167. POWERS OP THE IRISH HOUSE. London, November 25. In the House of Commons, on clause 15, dealing w,ith powers of taxation, Mr. Hayes Fisher moved to remove the power of the Irish Parliament to vary any Imperial tax. Mr. John Redmond said he considered the first financial scheme a good one. The new proposals deprived Ireland of certain powers, but the Government had taken the wisest course, in which the Irish party would acquiesce. THE DISESTABLISHMENT BILL. London, November 26. Mr. Lloyd George announced that the committee stage on the Welsh Disestablishment Bill would be taken on Friday evening. THE INSURANCE BILL. Received 27, 12.25 a.m., London, November 26. Mr. Lloyd-George is conferring with a committee of the Medical Association.
