BOROUGH LOAN PROPOSALS
£-10,000 WANTED. A loan proposal, embodying the raising of £40,000, will shortly be btfore the Borough Council for confirmation m\ d sul)mis sion to a poll of ratepayers. The loan, which is required for worlds in connection with the borough engineer's department, falls under four heads, but will be put before the ratepayers as one block proposal. The money 'will be expended as follows:

THE LOAN EXPLAINED.
In an interview with a News representative the Mayor (Mr. G. W. Browne) explained that tile whole of the loan was absolutely necessary. A portion of it was for work which had been hung up, pending the fruition of the Greater New Plymouth scheme. Dealing with that portion of the loan relating to the water mains, he stated that the Council was simply carrying out the promises made at the initiation of the Greater New Plymouth scheme to those wards which were then outside the borough. The present "dry" areas would be reticulated. He added that the greater part of the loan would, owing to the number of prospective new connections, be self-sup-porting. Touching on the amount of £12.025 to be set aside for footpaths, the Mayor said that the kerbing, channelling' and formation work would, when completed, eJTcct a saving in maintenance more than equal to the interest on the money to be raised for the work. As regards the other part of the loan relating to the formation and metalline; of streets, Mr. Browne said that a large portion of it was necessitated owing to the now defunct Fitzrov Town Board having agreed to abandon the contemplated loan of £fiooo in the last year of its existence, on the understanding that later on it would be embodied in a general loan covering the whole of the Greater New Plymouth. The work was of an absolutely necessary nature, but the Fitzrov people had agreed to wait until they were included in the borough. The Mayor then went on to point out that at Moturoa it was proposed to form and metal the Barrett road. This work would result in a considerable saving in the cost of the upkeep of the Main South road. When put in proper order, Barrett road would divert the heavy Main South road traffic to the freezing works, at present coming via the hill on the Main South road at Johnston Bros.' store. It would lessen the cost of upkeep. and at the same time shorten (he route to the works. The whole of the loan of £40,000 would, concluded the Mayor, lie put before the ratepayers simultaneously with the tramway loan.
