"I was glad to get away from South America. The corruption there is frightful. I know something about the 'graft' in the United States, hut it is nothing like as bad as that which goes on in Brazil, Peru and Chili." The speaker was Mr. R. Hesketh. who arrived at Sydney by the steamer Frankmere last week from Valparaiso, after a tour through all the South American Republics. lie said that there was.perhaps no country in the world more bountifully endowed by Nature than South America. People would always do well there, in spite of bad administration, though they would do a great deal better, of course, under improved conditions. The Argentine and Uruguay were decently governed. That was probably because they were "whiter" than Brazil, Peru, Chili and Bolivia. In these four Republics the people were kept in a very backward state. In Chili only about one person in seven could read or write. There was a general want of truthfulness about the people. He considered that was their most marked characteristic. '•■■OUTH AUS.
