Lord Courtney, presiding, said that the English had learned to appreciate Germany's greatness, while Germany was beginning to understand England fcetter. Sir Oliver Lodge said that it was mischievous and erroneous to suppose that Germany's naval expansion was directed against England. It was a shame that a, small minority in either country should foment artificial hatred.

A permanent joint committee was appointed to promote friendship.
