The resignation of Mr. Monk, Minister of Works, in consequence of Mr. Borden's naval policy, is reported to be imminent. He demands that the question of an emergency contribution to the Imperial Navy should be first submitted to a plebiscite. MR. CHURCHILL'S VTSIT ABANDONED. Ottawa, October 18. Mr. Churchill Irs abandoned his proposed visit to Canada. The press took an unfavorable view of his presence in the country during the settlement of the Canadian naval policy.
