THE NAVAL POLICY. By Cable —Press Association —Copyright. Received 17, 9.30 p.m. Ottawa, October 17. The French-Canadian press in Montreal forecasts that Mr. Borden's naval policy will follow a repeal of Sir W. Laurier's policy. In return for Canadian cruisers England will make an emergency gift of £5,000,000. A referendum will precede the announcement of a permanent naval policy. Subsequently a demand will be made for the representation of the Dominions in the Empire's counsels.
