London, October 10. Mr. Balfour, speaking at Haddington, twitted Mr. Churchill on his Dundee speech, which, he said, was quite misuiiderstood. It was really a masterpiece of political irony. Mr. Churchill returned from his Belfast expedition quite convinced that Home Rule was an absolute, impossibility. Failing to convince his colleagues, he had suggested a system of decimal fraction parliaments, which made Home Rule utterly ridiculous.
SHODDY TITLES.
London, October 10. Lord Selborne, speaking at Southampton, said tnat reform of the Lords was the first task of the Unionist Government, which was living at the present time without a constitution; hence Ulster's revolt. The Government was praising up a new plutocracy and buying support by means of shoddy titles.
