THE BELGIAN LOAN. By Cable—Press Association—Copyright Received 6, 5.5 p.m. London, October 5. The Chinese" Legation says that the Belgian Railway Syndicate loan is a revival of an old-standing agreement. The loan will not be issued until next year.
