■ AN OFFICIAL NOTE. FRENCH CONFERENCE. ' MACEDONIA'S AUTONOMY. By Cable—Press Association—Copyright. Received 6, 5.5 p.m. Berlin, October 5. An official Note from the Powers to the Balkan Government, drafted in Paris with Germany's collaboration, if it can be timely presented, may avert war. The statement is interpreted to mean that the Powers are not agreed. There are indications of Britain holding back, out of regard to Turkey.
Paris, October 4. ' M. Poincaire and M. Sazanoff had a two hours' conference to-day, during which the Bulgarian, Greek and Servian Ministers were successively summoned. French advices from Constantinople state that the allies demand Macedonia's autonomy, with her own army, under Bulgarian protection, and the Balkan States to summon the Powers to carry out Article 23 of the Berlin Treaty. The Powers are advised that the Balkans will not withdraw their representatives from Constantinople pending the result of the Powers'- negotiations. QUITTING TURKEY. The Porte has issued an order, permitting Balkan subjects to quit Turkey. IN SUPPORT OF WAR. The Committee of Union and Progress held a demonstration, at which 7000 were present, to support the Government against the Balkans. A SLUMP IN STOCKS. THE WHEAT MARKET. Received 6, 5.5 p.m. New York, October 5. ' There has been heavy selling of foreign securities in consequence of the Balkan situation. Chicago reports that wheat has sharply advanced, on account of the war rumors! 4 ' STRENGTHENING THE GREEK •■' FLEET. London, October 4. The Greek destroyers have left the Mersey. A PRIEST SHOT.
■ Belgrade, October 4. Norsevitch, a Servian priest, while addressing a patriots' meeting at Prokiblue, iras shot dead by an Albanian. THE TROOPS AT SAMOS. 1 Constantinople, October 4. - r The Government has ordered the with-,-fcawal of the Turkish troops at Samos. THE POWERS' INTERVENTION. Poincaire has instructed the Amfcassadors to urge the Great Powers to take collective action or authorise 'Austro-Russian action on behalf of all. Berne, October 6. ' Herr Berjioling and Herr Reschid are leaving Ouchy to submit proposals for peace to the respective Governments. Rome, October 4. LaTribuna says that owing to Turkish tergiversations at Ouchy it is understood that the Government has fixed a late for the acceptance or rejection of (he Italian conditions.
' >' , Cettinje, October 5. Three thousand troops under Essan Pasha have reached Scutari. They repulsed a Mirdites' attack outside the town, inflicting heavy less. The Christians in Scutari are fleeing. The Turks aie concentrating in great force on.the Montenegrin frontier.
FURTHER OUTRAGES. Constantinople, October 4. *Bie Porte has received information ithat 30 Moslems in different towns in Bulgaria have been murdered in the Streets. The Turkish Consulates have been surrounded, and this has prevented iommunication with the Porte. ' A bomb exploded beside a mosque in Beres, injuring the mosque severely. IPhree Bulgarians suspected of the mime have been arrested. The Porte has given the Powers a binding promise to execute reforms in Macedonia, but the Balkan States demand an international endorsement of Miis pledge. • THE SITUATION IN SAMOS. f. Constantinople, October 4. It is rumored that Sophaulis, leader •f the insurgents, has proclaimed a republic in Samos, with himself as President. Vociferous processions in the Btreets are indulging in patriotic demonstrations.
ACTION OF THE POWERS. ' London, October 4. Reutcr reports that the pourparlers of the Powers arc increasingly favorable, and that there is every prospect of an agreement for early intervention, ft is stated that Britain, France and Germany will allow Austria and Russia to act as their mandatories, if they to desire. REPORTED LOCAL FIGHTING. Paris, October 4. The newspapers publish telegrams reporting that an attack on a Turkish Hockhouse on the Bulgarian frontier aras repulsed after two and a half hours' K lighting, also the defeat of the Servian ..aggressors at Novibazar.
