POWDER MAGAZINE EXPLODES,

The magazine at Fachenz, norLh-west of Wuchang, exploded, and a hundred people were killed.
A GERMAN LOAN. Berlin, September 29. A Chinese loan of £2,000,000 is being floated in Germany. It is secured on the Chinese railway and mining revenues. According to the newspapers it forms part of Messrs. Crisp and Birch's £10,000,000 loan.
FINANCE AND DIPLOMACY. Receive'd 30, 9.30 p.m. Berlin, September 30. It is believed that the Government has little faith in the Six-Power Group, after the admission that Russia and Japan are disinterested.
Financiers dn not withhold their admiration of China's achievement, nor lament the result from a business standpoint. No charges of breach of faith are seriously raised against Great Britain. Dr. Morrison, interviewed by the Frankfurter Zeitung, said that everybody knew Japan's and Russia's reasons for entering the Four-Power Syndicate. Japan, despite the competition of her business men with'the keener Chinese, had not abandoned Manchuria, while Russia was less aggressive because sue fears China more. Both entering the Four-Power Syndicate means an increase of their influence, and will hinder rather than promote the growth of China's power. The Six-Power Syndicate was originated in the hope of the Americans holding both in check.
