Remarkable disclosures as- to the extraordinary manner in which the books of the American city of "Milwaukee, in the State of Wisconsin-, were kept under its Socialist municipality have (says the New York correspondent of the Daily Mail) been made in a report that has just been presented to the new Mayor. The Socialists were defeated at the polls last April, and dislodged' from power. Fifty thousand errors-have already been detected in the books, involving almost every contract entered' into by the So-cialist-administration-.' Records of purchases and contracts were hopelessly mixed,' and in a large number of cases there were no receipts for payments that had been made. According to the chief clerk of Milwaukee: "We came across cases where contracts to tflie amount of £4OOO were involved, and a year later no record showed whether or iiot the money had' been paid. In one case £SO was appropriated for a horse. We have been able to find out that the ■horse was purchased, but from whom or when is a mystery." The expenditure was prodigious. To provide public works for-'the poor- tile rates were raised by £BO,OOO in 1010 and by £IBO,OOO in I!)II, and a further increase must have incurred this year if the city had not risen against the Socialists and driven tilem out. An old ceremony known a» "common riding,'-' or the. "riding of the marches," took place at Langholm recently with' the usual •quaint ceremonial. At halfpast five in the morning a round race or trail took place over a course of about ten miles near the town for a silver *up and £B. This old and popular Border gport brought out a very large gathering of spectators. At half-past eight there was a large gathering of horsemen at the Town Hall, where the towr/s. flag was presented to the cornet. The cornet, supported by past cornets and' many other riders, iaud accompanied by -the town band, paraded the burgh> and before the cavalcade commenced the rough and step ascent to the Castle Crags, oa the summit of Whita Hill, Mr : .
