The Assembly adopted Mr. Meagher's motion expressing the opinion that the exclusion of publicans from the Commission of the Peace wa> an unwarrantable reflection on a law-abidin" section of citizens.

Mr. Fisher argued that there was no itigma of charity about the bonus, and that it would not knock the spirit out of people. Many women went through the trials of childbirth with little else than their spirit. The Government was going to help them with a little comfort.
Mr. Deakin voiced a protest at the waste of public money on a mere suppositious theory and tl.e offering of a bait. The allowance should be limited to cases of actual need.
