FRENCH NAVY.

Le Temps saj's that the Admiralty is ordering powder from Sweden and Italy to test its use for the navy. The paper states that half the French navy is powderless, and would be unable to fire a shot if war were declared. It is essential to suppress the present Government monopoly. •
