Lord Roberts, speaking at Norwich, said that the navy must be considerably increased and the army made .sufficient in numbers and efficiency to free the navy from the necessity of being tied to British shoves. Compulsory training was the only chance 6( holding our own against the highly-trained foreigners. This was the only system fair to rich and poor alike. The recent naval manoeuvres showed clearly that it was possible for transports to elude a defending fleet and land a considerable force.
