Paris and Swiss advices indicate that Turkey desires Tobruk as a port of access to the hinterland. Italy is not likely to agree, as Turkish possession might prove an obstacle to Italian penetration. Italy is favorable to the other proposals, and will also surrender the Aegean Islands, subject to a guarantee in favor of the Christians, but will not guarantee a Turkish loan.
