DRIFTING TOWARDS WAR. nam* ■' A gloomy view of the progress of the Anglo-German rivalry is taken by the London Nation, which is generally believed to express the opinions of the Radical section of the Imperial Cabinet. The weekly journal says in effect that Britain and Germany are creating the atmosphere of war, although a conflict would ruin them both and benefit only their commercial rivals. The causes of the recurring "strained relations" and "scares" are hidden in the secret circles of diplomacy, and a mere handful of presumably well-informed men keep the nations at tension by their hints of antagonisms and' their demands for warlike expenditure. "This is the situation," says the Nation. "It makes for war. It cannot be continued indefinitely without war. And the danger is greater—far far greater—than it was under Mr McKenna's administration of the Navy. The peace of Europe lies largely in the hands of two men. One. Mr Churchill, controls the machinery. of war and is completely dominated and fascinated by it. The other, Sir Edward Grey, controls its intellectual preliminaries and accompaniments. And Sir Edward Grey, though honest and single-minded, is no match ' for French Chauvinism and Russian diplomacy, of which he is the unconscious agent and the ingenuous spokesman." The journal proceeds to paint a picture of the ruin and desolation that would be brought about by a great European war, and to demand that the forces of Liberalism shall be used to "clear the way for the mastering necessity of the hour—a full accommodation with Germany. The article from which we have .quoted is of special interest, in the light of the rumor that Mr Lloyd George and several other me.ubers of the Cabinet have parted company with their colleagues as far as foreign policy is concerned. The Chancellor of the Exchequer is not a. "peace at any price" man, and he has shown his understanding of the imperative need of providing the means of defence. But (says the Lyttelton Times) there seems to be ground for a belief that he thinks British diplomacy has not exhausted its resources in the effort to find the basis of an amijtble understanding with Germany on all the questions that tend at present to create suspicious and animosities.
