HOLLAND'S POSITION. The Hague. September 17. General I)e Beer, of Portugal, in an article in the Vadeland, criticised M. Gerniinet's argument that France was able to block the Straits of Dover in war , time as incredible. It would inflict incalculable loss on Dutch commerce. He suggests that an official statement on the subject would not be out of place.
