Reuter states that the Chinese agreement includes a commercial bank with a capital of £2,000,000, whereof half will be provided from the loan. The head office will be in London, and half the board will be Chinese. Pekin, September 12. The- Government has empowered Dr. Sun-Yat-Sen to Chinese railwayway corporation to carry out national railways over seventy thousand miles. Foreign loans will be utilised in the frontier provinces, where Chinese control is essential. Elsewhere Chinese foreign companies will ,be granted concessions for forty years, when the lines will revert to China. The Government is considering throwing open the Whole of China to foreign enterprise.
