THE TRADES CONGRESS. By Cable—Press Association —Copyright. London, September 8. The Newport Congre--. at the instance of the Carmen's Union, passed a resolution stating that the lime had arrived in the interests of trade unionism, and to secure the full benefits of the awards obtained by trade unionists, that the latter should refuse to work with nonunionists. The miners supported the resolution, but the raihvaymen and stevedores opposed it. The congress in 1013 will meet in Manchester.
