A "WRONG AND HARMFUL IDEA, i DECENTRALISATION URGED. By Cable—Press Association— Received 6, 9.30 p.m. London, September 0. Mr. Herbert Samuel, Postmaster-Gen-eral. in a paper read to the British Association on Federal Government, declared that the conclusion had often bee'n drawn that natural evolution was towards centralisation. This was wroiig and harmful. It was really through dteeentralisation that the unity of the British Empire was preserved. Federalism must play a leading part in dealing with Empire problems, but the creation of Federal executives was surrounded with the most formidable difficulties. Could statesmen drawn from dominions as members of the Empire Executive conduet at tlie centre current business and keep such a close touch with their countries as to remain authoritative exponents of their views?
