State waited upon the Prime Minister (Mr. Fisher) protesting against granting the proposed maternity bonus to illegitimate and stillborn children, on the ground that it would he conducive to immorality and abortion. Mr. Fisher replied that no arguments would deter Cabinet from making the allowance to all mothers. Cabinet would take measures to guard against the practice of abortion. If the Government were empowered to spend money for the caring of illegitimates he would'see that it was done.
