Sir John Jordan's memorandum says that any attempt to re-establish Chinese authority in Tibet violates the AngloChinese treaty of lflOfi. Britain fully recognises Chinese suzerainty. and disclaims any intention of interfering with Tibet's integrity of administration. She will not consent to the assertion of Chinese sovereignty over a State enjoying independence under a treaty between Britain and the Chinese. lie declares that the expedition now engaged on the bonbrs of Szcthuan was never ordered to Tibet. BRITAIN'S NOTE TO TIBET. Received 2. 12/20 a.m. New York. September 1. The United States does nut intend to oppose Great Britain's action in forwarding a Note to China, demanding to be consulted before action is taken in Tibet.
