Mr. ?Taft has privately declared that the frete tolls provisions of the Panama Canal ißill might prove a serious embarrassment, and has stated that.he is not sure that he would sign the measure ii its present shape. He would favor |an amendment permitting foreigners to test the provisions by suits in the American courts, but it was too late to attach such an amendment to the Bill. !
