The following cable from Paris appeared in the Sydney Sun last Monday week: —The outburst of indignation by the German Press against the British naval programme is regarded here as an example of Teutonic bluster and ill-temper. One of the Paris dailies, the Temps, points out that six weeks ago Germany, without the slightest provocation, and without any warning, increased the strength' of her army by' over 100,000 men, and began the construction of new fortification works and of new railways on an enormous scale on the western frontier. All this activity was duly noted by the war authorities in this country, who immediately set to work silently to increase the efficiency of the French Army. The Temps says that Canada's willingness to take a share of the British naval burden strengthens the bands between Britishers, Frenchmen and Canadians, who owe to a generous past the mutual esteem now existing. La Siecle writes that when the day comes for British warships given by Canada to be engaged in the North Sea, Canadians will be protecting not only the honor and interests of England, but also the glory and security of France. The will of Colonel Astor, requiring his widow to sacrifice a million sterling if she marries again, does not, unfortunately for the lady, provide a loophole such as a provision contained in the will of a well-known member of the London Stock Exchange. At the age of 65 this gentleman married a girl of 18. On his death, five years ago, she was left the whole income of his fortune, amounting to £3OOO per annum, subject to her remaining single. In the event of her remarriage the whole of the .money was to pass to the testator's nephew. The widow married the nephew.
