Mr. Justice Higgins, on these grounds, granted leave of appeal from a magistrate's decision ordering territorials to make up evaded drills. , The House read a second time the amended Defence Act, which has already passed the- Senate, providing for a fine for cadets of 2s for every hour over ten missed from drills, the maximum fine to ae £5, and lost time to be made up.
