Mr. Bonar Law, in a letter in reply to what he describe as Mr. Churchill's rhetorical contribution, says that the Government won the elections by parading the preamble of tbe Parliament Bill, pledging reform of the Second Chamber. That pledge, which the Prime Minister declared was a debt of honor they had repudiated. Why? Because no Second Chamber, however constituted, would permit a great change like Home' Rule unless it were submitted to the electors, and because thev knew that if they submitted it it would be emphatically and finally condemned. All the leading members of the Government, including Mr. Birrell, emitted any reference to t'hts at their election addresses. "Can," he said, "anyone doubt that this omission was deliberate ? The Government thu3 established a dictatorship but only a paper dictatorship, which will fall to pieces when resisted. Mr. Churchill is quite right in thinking that the Unionists anticipated' civil war. There would have been real danger of evil war if the Government h:ul been allowed more blindly to precipitate it without clear warning Tile danger is confronting us now. if tliev attempt, without first obtaining the .sanction of the electors. to drive Ulster out of the Union. The attempt will be resisted, not only bv the loyalists in Ireland, but by an overwhelming majority of the people of Britain, and that attempt must not be made.''
