SUGAR CONVENTION.

- __. THE REVIVALS OF BOUNTIES. THE EFFECT ON THE TRADE. By Cable—Press Association—Copyright. London, August 7. Air. Harcourt has telegraphed to the Governors of sugar-producing colonics, announcing Britain's withdrawal from the Sugar Convention, and regretting the necessity for this step in the Motherland's interest. The policy of the Convention was not commending itself to them. He confidently anticipates that the withdrawal will not materially affect their interests, and concludes by stating that the contracting parties, other than Britain, had signed protocols prolonging the Convention. This guarantees that bounties will not be revived tor live vears.

Sir Roper Lethbridge. in a letter, says that the withdrawal of Britain will enrich cocoa manufacturers and German beet growers, mainly at the expense of India's great Migar industry.
