A VOTE OF CENSURE. By Cable —Press Association —Copyright. Constantinople, August 5. Although the majority of the Senate are supporters of the Committee of Union and Progress, it is the opinion that they have sacrificed their party rather than risk civil war. The Chamber today, though unable to prevent the dissolution, censured the Government for dissolving Parliament. AN EXTRAORDIXAR\ DEADLOCK. SCENES IN" THE OfTAMBER. Received (!. 11.30 p.m. Constantinople, August 0. Martial law has been proclaimed. The g.\rri-on has sworn allegiance to the Cabinet. The Grand Vizier, ignoring a vote of censure, went to the Senate Chamber and read the dissolution decree. The Government claims that the Chamber is not. illegally dissolved, and that it only enforced a provision in the Constitution whereby dissolution follows when a Chamber has completed its mandate. The supporters of the Committee of Progress, however, claim that after a vote of censure the Cabinet is non-existent, and the Sultan must invite the Young Turks to form a new Cabinet. The Sultan refused to see the President, bringing news of the Chamber's vote. Djavid Bey, in an impassioned speech in the Chamber, said that the Cabinet was terrified into illegality by the threats of mutinous officers and Albanian rebels. Two members drew revolvers, but their ! friends dragged them apart.
