AUSTRIA'S PROGRAMME. By Cable—Press Association—Copyright. Received 31. 11 p.m. Vienna, July 31. The Pester Lloyd, regarded as a Foreign Office organ, strongly urges an agreement whereby Austria and Hungary will promise not to increase naval armaments beyond the present programme, and Great Britain will declare that if the Austria-Hungarian navy is pacific it will not be exposed to British attack.
