ROYAL COMMISSIONS . Received 25, 1 a.m. Melbourne, July 24. In the House Mr. Hughes, moving the second reading of the Bill to amend the Royal Commissions Act, giving stronger power, said that the Act had proved mo3t ineffective. The Sugar Commission 'had been flouted and defied, and the powers of the Commonwealth had been found utterly futile to compel the attendance of witnesses.
