The Hay-Pauncefote Treaty, iie said, did not permit the United States to discriminate against foreign shipping. The country should keep its solemn contracts. Great Britain had given up certain rights under the Clayton-Bulwer Treaty; otherwise the Unit-id States would have 'been unable ever to build the Canal. Lengthy debates are expected before the Senate reaches an agreement. AUSTRALIA'S INTERESTS. Received 25, 1 a.-m. Melbourne, July 24. The Senate adopted a resolution previously passed by the House regarding the preservation of Australia's interests under the Panama Canal Bill'.
