One point raised against the proposal for preferential tolls is that it is unreasonable to suppose Britain would have made important conees>ions to the I'nited States with regard to the ownership and even the fortification of the canal zone without a quid pro quo. The latter naturally would be equal treatment.
Summarising the opinion of the press from east to west, arbitration is the commonest suggestion. The British protest was received sympathetically. The whole business was partially due to the manoeuvring by the .shipping subsidy clique. The same arguments will be used against the differential tolls as have hitherto defeated the clique's efforts to obtain subventions.
