Yuan-Shi-Kai informed a deputation that he will not permit a further change in the Premiership during the Provisional Government. Want of unity is the chief reason of the Republic's failure to secure recognition. The Assembly passed the clauses of the Parliament Bill creating two Houses. The overseas Chinese have six representatives in the Senate.
