The Daily Mail's Washington correspondent states that signs multiply that the Senate will abandon the proposal that coastwise ships shall pass free, through the Canal. Senator Lodge admits that he has lost the hope of carrying the free toll pro\ision for American vessels. He adds that ;is the House of Representatives is opposed to a subsidy for refunding tolls, the prospects favor the prompt recognition of Britain's view. RETALIATION. New York. July 10. The Panama Canal legislation is becoming a craze. Representative Steenerson is the latest addition to those who wish to add Canal Bills to the Statute Book. His measure provides that Canadian owned railroads and steamships shall pay double tolls in comparison with other coastwise trading vessels. The Bill appears to be the outcome of a general belief that the British project is based upon representations made bv Canada. which sought to protect her railroads.
