Dr. .Barrett, of Melbourne, refutes the allegations, contained in a letter to the Manchester Guardian, that Australia and New Zealand apparently do not perceive they are decoys to help Lord Roberts' conscription scheme. Dr. Barrett asserts that Lord Roberts had nothing to do with the establishment of compulsory military service in Australia. THE RUBBER SCANDALS. London, July 17. Regarding the recent Peruvian rubber scandal reports, Mr. Acland, in the House of Commons, said that the Government had no power to interfere with Peru though some of the victims were British subjects. OIL FUEL St. Petersburg, July 17. Two gunboats, driven by 100 h.p. Nobel-Diesel oil engines, which will attain a speed of fourteen knots, have been launched. DROWNED IN THE RHINE. Berlin, JiWy 17. Twenty-two persons were drowned while bathing in the Rhine ou Monday and Tuesday.
