THE NAVIGATION BILL. By Cable—Press Association —Copyright. Melbourne, July 17. Mr. Tudor, explaining the Navigation Hill, said it would apply to AusIralian ships in any part of the world. (t provided for MO cubic feet of air for each member of the crew in the coastal trade, with accommodation above, decks. The lighting and ventilation must be perfect, and there must be a separate messroom and bathrooms provided. Wages must be paid at regular intervals. The seamen's claim for wages would be given priority to other claims. Certificated cooks must be employed on all vessels over 500 tons. Imprisonment for desertion would be abolished, but a deserter was liable to forfeiture of wages or a penalty of £2O. In order to check crimping, only a Government officer, the captain, or an officer would be allowed to engage or supply seamen.
