The Times, commenting on the resumption yesterday in (lie American Senate of consideration of the Panama Bill, says that the hitter's fate will be doubtless largely, perhaps mainly, determined by domestic considerations, such as are particularly active in the ,vear of the Presidential election, but even if proposals are adopted, which we cannot regard as reasonable or just we must resort to international arbitration. DISCRIMINATION UNJUSTIFIABLE. New York. July 10. Mr. Elihu Root declares that discrimination in the Panama Bill is unjustifiable and a breach of faith. It would abrogate the Uay-Pauncefote treaty. The Hague Tribunal would probably compel a refund of the tolls imposed, and an enormous debt would thus be imposed on the United States.
